FSF stands for forward support facility. It is a standardized term in NATO's logistics vocabulary, listed in the alliance glossary AAP-15(2013) with the French equivalent "installation de soutien de l'avant". It refers to a support installation or organizational entity placed forward in a theatre, closer to the area of operations than rear depots, to provide logistics, materiel, medical or related support to deployed forces.

AAP-15 is a glossary of acronyms and abbreviations, so it gives the expansion of FSF rather than a long functional description. The same phrase appears in United States defence supply-chain practice, where one medical logistics office is named the Medical Surgical Forward Support Facility, or "MD Surg FSF". Canadian federal defence documents use different names for comparable sites, so suppliers usually meet FSF in NATO texts and foreign solicitations.

How NATO's AAP-15 glossary records FSF

The AAP-15(2013) glossary is issued under the NATO Standardization Office. It aligns terminology across alliance doctrine, procedures and multinational operations. FSF appears there as a bilingual entry: "forward support facility" in English and "installation de soutien de l'avant" in French.

The glossary also lists related logistics abbreviations, such as FLS for forward logistic site. FSF therefore belongs to a family of forward logistics terms that NATO documents use side by side. Because the entry is terminological, the details of any particular site, such as its size, permanence or the classes of supply it handles, are set by the project, the nation or the operation that uses the term.

Related forward support terms in allied practice

Allied forces describe forward support installations under several names. NATO public reporting on Afghanistan refers to a Forward Support Base in Herat that served as a logistics hub for the International Security Assistance Force in the west of the country.

  • The U.S. Army's Tobyhanna Army Depot runs permanent Forward Repair Activities beside operational bases in places such as Germany, Kuwait and Korea. They cut equipment downtime and transportation costs.
  • A U.S. Army Corps of Engineers contract for the United Kingdom Maritime Component Command at Mina Salman Port in Bahrain covers a Forward Support Unit/Forward Logistics Site for maintenance and repair of Royal Navy ships.
  • The U.S. Navy describes Diego Garcia as a support facility for forces forward deployed to the Indian Ocean and Arabian Gulf.

Each of these uses its own name, but each places maintenance, logistics or sustainment capability near deployed forces.

Canadian equivalents to the FSF concept

Canada's defence documents use other labels. Canada contributes Forward Operating Locations in Yellowknife, Inuvik and Iqaluit, plus a deployed operating base at Goose Bay, to the NORAD mission, as set out in National Defence's domestic and continental security briefing material.

National Defence's Northern Operational Support Hubs page describes a network of support sites meant to help the Canadian Armed Forces respond faster, stay longer and operate more effectively in the Arctic. Hubs are the principal sites. They provide reception, staging and onward movement, materiel storage, and medical and maintenance facilities. Northern Operational Support Nodes are smaller secondary sites that act as forward operating bases. Confirmed hubs are Inuvik, Yellowknife, Iqaluit, Whitehorse and Resolute. Confirmed nodes are Cambridge Bay and Rankin Inlet.

What FSF means for a supplier bidding in Canada

Canadian tender notices for northern and continental defence infrastructure are unlikely to say "FSF". Search and tag opportunities under the Canadian terms: Forward Operating Locations, Northern Operational Support Hubs and Nodes, and northern basing infrastructure. Use FSF as a search term for NATO documents and for U.S. solicitations, such as medical and surgical supply requirements issued by an FSF office. When a bid refers to NATO standards, use the AAP-15 wording and the French equivalent so your proposal matches the alliance's vocabulary.
