SUPPLAN stands for Supporting Plan. NATO's glossary of acronyms and abbreviations lists SUPPLAN as the preferred form, marks SUPLAN as deprecated, and defines the term as "support plan." You can see the entry in the NATO glossary AAP-15.

In Canadian Forces doctrine, the shorter spelling SUPLAN is still the one in use. A SUPLAN is an operational- or tactical-level plan that gives detailed direction and information on a particular aspect of a supported plan. It can be a stand-alone document or an annex to the main plan, as set out in Canadian Forces doctrine.

SUPPLAN and SUPLAN: which spelling to use

The two spellings describe the same thing. NATO prefers SUPPLAN and treats SUPLAN as deprecated, with the French label "déconseillé" in the bilingual glossary. Canadian military doctrine expands SUPLAN as Supporting Plan and continues to use that form. Bid teams reading Department of National Defence (DND) material will most often meet SUPLAN, while NATO-facing documents point to SUPPLAN.

What a supporting plan contains

A supporting plan covers one aspect of a larger plan in detail. Canadian doctrine uses SUPLANs when the amount of detail is too great to fit in an annex. They normally follow the standard five-paragraph arrangement used in military planning.

The doctrine lists service-support subjects that a supporting plan can address:

  • Replenishment and maintenance of materiel and equipment
  • Reserves
  • Transportation
  • Labour
  • Postal services
  • Food services
  • Other materiel services

Because the plan must stand on its own for some readers, it has to carry enough information about the supported plan for users who do not receive the basic plan.

Who prepares and approves a SUPLAN

The organization providing the support develops the SUPLAN. The plan then requires approval by the supported commander and by the next higher commander. This keeps the supporting organization's tasks aligned with the plan it is supporting.

How DND uses SUPLANs in operations

DND's evaluation of the sustainment of operations shows SUPLANs in current use at the Canadian Joint Operations Command (CJOC). Expeditionary SUPLANs reflect regional operation plans. For domestic operations, CJOC headquarters issues a SUPLAN for the specific mission. These plans provide logistics direction for proposed missions and establish roles, responsibilities, and the distribution of support tasks among stakeholders. The details are in the DND evaluation of sustainment of operations.

What SUPPLAN means for a supplier bidding on Canadian public contracts

A SUPPLAN is a military planning document, not a procurement form or contract type. Its documented Canadian use is within DND, where it directs logistics and operational support. You may see the term in material tied to a DND activity, particularly where support tasks such as transportation, maintenance, or food services are described.

Any obligation on a supplier comes from the specific solicitation, statement of work, contract data requirements, or military direction issued for the relevant DND activity. Read those documents for what you must prepare, submit, or follow. If a solicitation refers to a SUPLAN or SUPPLAN, ask the contracting authority through the stated question process which plan applies and what part of it affects your work.
