PMF stands for Political-Military Framework. In NATO usage, it is the framework that establishes principles, procedures, modalities and guidance for how partner countries take part in political consultations and decision-shaping, operational planning and command arrangements for NATO-led operations to which those partners contribute.

NATO created the PMF to give partner countries an appropriate role in the operations they support. It is implemented at both the political and the military level. The term comes from NATO's partnership system, not from Canadian procurement vocabulary, and it is best read as a NATO operational-partnership term. NATO sets out the framework in its 1999 text, Towards a Partnership for the 21st Century.

Origins in the Partnership for Peace

The PMF grew out of NATO's Partnership for Peace (PfP) and its enhanced operational partnership arrangements. It was developed for NATO-led PfP operations, as NATO described in its remarks on partnership as the foundation of Euro-Atlantic security.

NATO's overview of its partnership programmes and tools states that the PMF applies when a partner wishes to join a NATO-led operation. In practice, it is the reference point for how a contributing partner is brought into the discussions and structures around that operation.

What the framework covers

The PMF addresses three areas of partner involvement:

  • Political consultations and decision-shaping: how partners contribute to discussions about an operation they support.
  • Operational planning: how partners take part in planning for the operation.
  • Command arrangements: how partner forces fit into the command structure of a NATO-led operation.

Each area is covered through principles, modalities and guidance, rather than a single fixed procedure.

The 2011 update and non-Article 5 operations

NATO's logistics handbook states that the PMF agreed in 2011 superseded the 1999 version and incorporated lessons from previous NATO-led operations. The same handbook says the PMF is used as a reference for NATO non-Article 5 Crisis Response Operations that involve, or may involve, non-NATO contributing nations.

This makes the PMF a working reference for operations beyond collective defence, where countries outside the Alliance contribute forces or support.

Related NATO partnership terms

The PMF sits alongside other terms in NATO partnership documents:

  • PfP: Partnership for Peace.
  • OCC: Operational Capabilities Concept.
  • NA5CRO: Non-Article 5 Crisis Response Operations.
  • NNCN: Non-NATO Contributing Nation.

NATO's terminology resource, NATOTerm, holds non-classified military and relevant non-military NATO terminology and is the place to check related definitions.

What PMF means for a supplier bidding on Canadian public contracts

PMF is a NATO operational-partnership framework. It is not a Canadian solicitation type, contract clause or supplier compliance requirement in its own right. Canada's federal procurement management requirements, including the Treasury Board Directive on the Management of Procurement referenced by the Office of the Procurement Ombud, do not identify PMF as a procurement term.

If the acronym appears in a Canadian solicitation, read the solicitation's own definitions and any NATO documents it references. Those documents, not a general Canadian rule, determine what the PMF requires of you in that bid.
