NTS1 is a NATO abbreviation that expands to "NATO Maintenance and Supply Agency transportation system." It appears in AAP-15, NATO's glossary of acronyms and abbreviations, which gives the French equivalent as "système de transport de l'Agence OTAN d'entretien et d'approvisionnement." The entry is published in the AAP-15 glossary.
The agency named in the expansion is NAMSA, the NATO Maintenance and Supply Agency. NAMSA is a former NATO logistics agency, and its functions are now carried by the NATO Support and Procurement Agency (NSPA). Canadian suppliers meet NSPA far more often than they meet the older NAMSA name, so the two names are worth connecting.
What the AAP-15 entry for NTS1 says
AAP-15 is NATO's reference list of abbreviations used in allied documents. Its entry for NTS1 is a bilingual expansion in English and French. It names a transportation system tied to the NATO Maintenance and Supply Agency. The glossary entry is the basis for the definition on this page.

NAMSA and its successor, NSPA
NATO's historical logistics material identifies NAMSA as the NATO Maintenance and Supply Agency. That is the agency in the NTS1 expansion. The NATO archive document on infrastructure and logistics uses the name in that sense.
The NATO Support and Procurement Agency took over NAMSA's functions in the later NATO agency structure. NATO describes NSPA as supporting maintenance, supply, fuel, transport, infrastructure and operational support, as set out on its business and project opportunities page. Transport sits within that list alongside the other logistics services.
Transportation in NATO procurement
The Department of National Defence lists transportation among the goods and services that NATO procures. Its examples include vehicles, sea containers and personnel transportation. The department sets this out in its guidance on how to do business with NATO, which also explains that NATO procurement involves several NATO organizations rather than a single buyer.
Finding NATO opportunities through CanadaBuys
CanadaBuys states that NSPA buys goods and services on behalf of NATO nations and that Canadian businesses can bid on many of those opportunities. The guide to finding tender opportunities covers this. NSPA tender notices can be searched using the NATO filter on the tender-opportunities service, as described in the CanadaBuys guide on how to bid on tender opportunities.
What NTS1 means for a supplier bidding on Canadian public contracts
NTS1 is a glossary term, so read it as a pointer to NATO transportation and logistics work rather than a bid requirement on its own. A supplier interested in NATO transport opportunities should search NSPA notices through the NATO filter on CanadaBuys and follow the instructions in each solicitation.
Security is a firm requirement. Public Services and Procurement Canada states that organizations bidding on NATO opportunities must meet the NATO security requirements listed in the procurement documents. Its page on North Atlantic Treaty Organization agreements explains this. Check those requirements before committing bid resources.
