NSSG stands for NATO Standardization Staff Group. NATO describes it as a staff-level forum that assists the Director of the NATO Standardization Office (NSO). Its purpose is to promote coherence in standardization activities and procedures across NATO bodies. The expansion is also confirmed in the NATO glossary of acronyms and abbreviations (AAP-15).

The group is closely associated with the NATO bodies that hold standardization tasking authority. Those bodies can direct subordinate groups to develop Standardization Agreements (STANAGs) and Allied Publications. The NSSG is a coordination body inside NATO's own structure. It is not a standard, a certification or a supplier qualification, and it does not issue requirements to companies.

What the NSSG does inside NATO

NATO's description of the group, published on its standardization topic page, sets out three points:

  • It is a staff-level forum, meaning it brings together staff from NATO bodies rather than acting as a decision-making council.
  • It assists the Director of the NATO Standardization Office.
  • It facilitates coherence of NATO standardization activities and procedures across NATO bodies.

The emphasis is on consistency. Several NATO bodies are able to task groups with standardization work, and the NSSG gives their staff a common place to keep that work aligned.

Where the NSSG sits in the NATO Standardization Office structure

The NSSG operates through the NATO Standardization Office. The NSO develops, maintains and monitors NATO policy relating to standardization and to standardization-management procedures, as described on the NATO page on the NSO. The NSO conducts its standardization activities under the authority of the Committee for Standardization (CS), which is responsible for NATO standardization policy, according to NATO's NATO Standardization Office overview.

In practical terms, the chain runs as follows:

  • The Committee for Standardization is responsible for NATO standardization policy.
  • The NATO Standardization Office develops, maintains and monitors that policy and the related management procedures.
  • The NSSG assists the NSO Director and supports coherence among the NATO bodies that task standardization work.

STANAGs and Allied Publications: the output the NSSG supports

The NSSG does not write standards itself. Its link to them runs through the tasking authorities. These NATO bodies can direct subordinate groups to produce Standardization Agreements and Allied Publications. The NSSG helps keep the procedures behind that tasking coherent across the bodies involved.

Suppliers are far more likely to meet STANAGs and Allied Publications by name than to meet the NSSG. When a document of that kind is relevant to a project, the NSSG is part of the governance background and not the document a bidder needs to read or comply with.

What the NSSG means for a supplier bidding on Canadian public contracts

The NSSG is not a requirement that Canadian suppliers must satisfy. It is not a certification, a registration or a qualification, and you cannot apply to it or be listed by it. Its work is internal to NATO and concerns how NATO bodies coordinate standardization.

If you meet the acronym in a tender document or in NATO material, read it as a reference to NATO's standardization governance. Look instead at the specific STANAGs, Allied Publications or technical standards that a solicitation names, and respond to those. Bid teams working on defence opportunities can use the NATO structure above to understand where those documents come from, who sets standardization policy, and which office maintains the procedures behind them.
