NSA2 is the NATO acronym for the NATO Standardization Agency. The French equivalent is "Agence OTAN de normalisation." NATO's glossary of acronyms and abbreviations lists the term under this expansion in AAP-15.
The agency coordinated NATO standardization activities and served as NATO's authority for standardization management, as described in the NATO Logistics Handbook. Standardization here means common terminology, procedures and agreements that allow allied forces and partner nations to work together. The term is now historical, because the agency has a new name and the same job.
From NATO Standardization Agency to NATO Standardization Office
NATO states on its NATO agencies page that the NATO Standardization Agency became the NATO Standardization Office (NSO) in July 2014. The change of name did not alter the mission, functions or activities of the organization.
Older NATO documents, handbooks and glossaries still use NSA2. Anyone reading those materials can treat the acronym as a reference to the body that is now the NSO. Current publications and web pages use the NSO name.
What the NSO does today
The NATO Standardization Office initiates, coordinates, supports and administers NATO standardization activities. It carries out this work under the authority of the Committee for Standardization, the body NATO describes on its Committee for Standardization page.
NATO's wider explanation of the subject is on its standardization page. Its output includes standardization agreements, known as STANAGs, and agreed terminology. Both are intended to promote interoperability among NATO forces and partner nations.
Terminology and the NATOTerm database
Terminology is a core part of the standardization work. NATO manages its official terms and acronyms in the NATOTerm database. A supplier who meets an unfamiliar acronym in NATO documentation can check it there. The AAP-15 glossary cited above is also a reliable reference for older abbreviations such as NSA2.
What NSA2 means for a supplier bidding on Canadian public contracts
NSA2 is a NATO organizational acronym. It is not a Canadian procurement term, and suppliers should not expect to see it as a requirement in a Canadian tender. If a solicitation or technical document refers to NATO standardization, the relevant body today is the NSO, and the documents of interest are STANAGs and related NATO publications.
Canadian guidance on NATO business points to other organizations. CanadaBuys explains that the NATO Support and Procurement Agency (NSPA) buys goods and services on behalf of NATO nations and that Canadian businesses can bid on many NSPA opportunities. National Defence's guide to navigating NATO procurement names the Canadian Joint Delegation to NATO as the contact for companies seeking NATO business and the certification required for NATO work.
