NETMA stands for the NATO EF 2000 and Tornado Development, Production and Logistics Management Agency. It is a NATO agency that manages the procurement and administration of two combat aircraft programmes, the Tornado and the EF2000, which is also known as the Eurofighter. It carries out this work on behalf of its member nations. NATO's published 2024 financial statements for NETMA set out this role.

NETMA was formed in 1996 and has replaced NAMMA and NEFMA, the earlier agencies that handled the two programmes separately. For a Canadian supplier or bid team, the term is most likely to appear in NATO reporting, defence industry material or programme documents, rather than in a Canadian federal tender.

Origins of NETMA in 1996

NETMA was formed jointly by two NATO organisations. The first is NAMMO, the NATO Multi-Role Combat Aircraft Development, Production and In-Service Support Management Organisation, which is associated with the Tornado programme. The second is NEFMO, the NATO European Fighter Aircraft Development, Production and Logistics Management Organisation, which is associated with the EF2000 programme.

Bringing the two programmes under one agency gave NATO a single body to run procurement and administration for both aircraft. The agency name reflects that scope: it covers development, production and logistics management for the EF 2000 and the Tornado. The founding details are recorded in the NETMA 2024 financial statements.

NETMA as an executive body created by charter

NATO describes NETMA as an Executive Body created by charter. Its job is to administer the functions of two NATO Production and Logistics Organisations, abbreviated NPLOs. This structure is described in the 2016 NETMA and NAMMO financial statements.

The two NPLOs are the organisations that NETMA's founders represent. NETMA acts as the working agency for them. It does not replace the member nations as the parties to the programmes. It manages procurement and administration for those nations.

Scope of work: procurement, logistics and life-cycle management

A later NATO document on industry cooperation uses a shorter description, the NATO Eurofighter and Tornado Management Agency. It says NETMA supports procurement, logistics, life-cycle management and enhancements for the Tornado and Eurofighter Typhoon weapon systems. The wording appears in NATO's strategy for industry cooperation.

This tells readers what kind of work sits under the agency. It is not limited to buying aircraft. It extends across the support and upgrade of the weapon systems over their service lives.

Where NETMA reporting is published

NETMA's financial statements are published through NATO's International Board of Auditors pages. Annual statements for NETMA and its predecessor organisations are listed on the NATO financial audit reports and financial statements page. These documents are the main public record of what the agency is and how it describes itself.

What NETMA means for a supplier bidding on Canadian public contracts

NETMA is a NATO programme-management agency for the Tornado and Eurofighter programmes. It is not a Canadian federal buyer, and the sources reviewed do not tie it to a Canadian contracting authority, a Canadian solicitation clause or a registration requirement for suppliers.

If a Canadian solicitation or contract document mentions NETMA, read the surrounding text closely and confirm its role with the contracting officer. Treat it as a reference to the NATO agency and its programmes, not as a standard Canadian procurement obligation. Suppliers with Tornado or Eurofighter support capabilities should look to NATO's own industry cooperation material for how the agency works with industry.
