NAMEADSMO stands for NATO Medium Extended Air Defence System Design and Development, Production and Logistics Management Organization. NATO classifies it as a NATO Development, Production and Logistics Organisation (NPLO), a body created by the North Atlantic Council to direct, coordinate and execute the phases of a multinational programme (NATO IBAN, 2014 NAMEADSMO audit).
The programme in question was the Medium Extended Air Defence System, or MEADS. NAMEADSMO was the management body behind it, not a manufacturer or a national buyer. NATO financial publications now identify the organization as NAMEADSMO in liquidation (NATO financial audit document PO-2025-0219).
What NAMEADSMO was set up to do
The organization's purpose was to provide direction, coordination and execution of the MEADS programme. That covered design and development, and the production and logistics phases that followed in its title. NATO's International Board of Auditors (IBAN) reviewed its accounts as part of its financial audit work on NATO bodies (NATO IBAN, 2014 NAMEADSMO audit).
NATO states that the organization's charter was documented in C-M(2005)0044-ADD1 (NATO document PO(2022)0125).
The MEADS programme it managed
MEADS was intended to be a tactical, mobile and transportable air and missile defence system. It was designed to counter threats including cruise missiles and tactical ballistic missiles. NAMEADSMO was established in 1996 to manage the design and development of this system (NATO IBAN annual report 2006).
Participating nations and governance
The participating nations were Germany, Italy and the United States (NATO financial statements 2016, NAGSMO and NAMEADSMO). The organization operated through two main elements:
- A Board of Directors representing the participating nations.
- The NATO MEADS Management Agency (NAMEADSMA), which carried out the programme management work.
This structure matters when reading NATO documents. References to the Board of Directors or to NAMEADSMA point back to the same programme organization.
Liquidation status
NATO's recent audit publications refer to the organization as NAMEADSMO in liquidation, which means it is no longer an active programme office awarding new work. IBAN's main findings for 2022 use this label (IBAN main findings 2022). Readers will usually meet the term in audit reports and financial statements rather than in current tenders.
What it means for a supplier bidding on Canadian public contracts
NAMEADSMO is a NATO multinational organization. It is not a Canadian federal department, and NATO documents list Germany, Italy and the United States as its participating nations. A Canadian supplier has no registration, approval or compliance step tied to NAMEADSMO, and no Canadian solicitation clause is linked to it.
- If the term appears in a bid document, check the solicitation itself for context, since the organization is in liquidation.
- Use it as background when a buyer discusses MEADS or NATO air and missile defence.
- For NATO audit and organizational information, rely on the NATO IBAN financial audit reports and financial statements page.
