HNSA stands for host-nation support agreement. NATO's glossary of acronyms and abbreviations lists the term under that expansion (AAP-15 glossary). It belongs to the wider NATO concept of host-nation support, usually shortened to HNS.

In NATO usage, host-nation support is the civil and military assistance that a host nation provides to Allied forces and NATO organizations located in, operating from, or transiting its territory. That assistance rests on NATO commitments or on bilateral and multilateral agreements (NATO Logistics Handbook). An HNSA is the formal document that records those arrangements.

What a host-nation support arrangement sets out

NATO doctrine describes HNS arrangements as documents that set out the support, political, legal and/or financial arrangements agreed by national and NATO authorities (AJP-4.5(A), Allied Joint Doctrine for Host Nation Support). The parties are governments and NATO bodies, not commercial firms.

Depending on the operation or activity, the framework can include several instruments:

  • Memoranda of understanding (MOUs)
  • Technical arrangements (TAs)
  • Joint implementation arrangements (JIAs)
  • Reimbursement and site-specific procedures

NATO material also identifies HNS arrangements as important to the rapid deployment of Allied forces and to multinational training, exercises and contingency planning (NATO Legal Gazette, issue 37).

How host-nation support differs from local contracting

NATO treats host-nation support and local contracting as separate things. HNS is a formal means of securing support from the host-nation government. Local contracting means buying supplies or services directly from the local economy (NATO logistics documentation on host-nation support).

The distinction matters for anyone reading a NATO or allied-nation document. When a text refers to support agreed between governments, it is describing HNS. When it refers to purchases from businesses in the host country, it is describing local contracting. An HNSA belongs to the first category.

The Host Nation role in NATO Security Investment Programme projects

Canada's guidance on NATO procurement uses a related but separate term, the Host Nation (HN). The Department of National Defence identifies the HN as the country, NATO command or NATO agency responsible for implementing a NATO Security Investment Programme project (Guide to navigating NATO procurement).

The same guidance describes how Canadian companies engage with these projects:

  • A Canadian Notice of Intent (NOI) may appear on the Public Services and Procurement Canada website.
  • A company that wants to be added to the bidders list and receive the formal Invitation for Bids package must request a Declaration of Eligibility from the Canadian Delegation to NATO.
  • The Canadian Delegation transmits that declaration to the Host Nation.

What an HNSA means for a supplier bidding on Canadian public contracts

An HNSA is a government and NATO instrument. It is not a form that a commercial supplier signs to bid. The Canadian guidance on NATO procurement does not say that suppliers must execute an HNSA or meet a specific HNSA clause in a PSPC or DND contract.

Suppliers pursuing NATO-funded work should focus on the steps the guidance does set out. Watch for the Notice of Intent, request the Declaration of Eligibility through the Canadian Delegation to NATO, and confirm which Host Nation is running the project. If an HNSA is cited in a tender document, treat it as the government framework behind the support arrangements, and read the solicitation for any obligations that apply directly to your firm.
