Environmental attributes of the supplier are the environmental characteristics of a supplier's own organization and operations that a buyer can consider when planning and evaluating a procurement. Examples include environmental certifications or registrations, environmental compliance history, efficient manufacturing processes, environmentally managed offices, recycling programs, and greenhouse-gas reduction or disclosure initiatives.
The term is not an abbreviation. It comes from Canadian green procurement guidance, where it names a category of evaluation indicators. These indicators focus on the company offering the goods or services, not on the environmental features of the product itself. The CanadaBuys Supply Manual uses the exact label "Environmental Attributes of the Supplier".
How the CanadaBuys Supply Manual uses the term
The Supply Manual treats environmental attributes of the supplier as an evaluation area within green procurement planning. It gives three examples of indicators a procuring official can look at:
- ISO 14001 certification or registration
- Environmental regulatory violations during the previous five years
- Participation in greenhouse-gas target-setting, reduction, and disclosure programs
CanadaBuys buyer guidance on green procurement lists the same kinds of indicators for an offeror. These are environmental certifications or registrations, regulatory-compliance history, and participation in programs such as the Net-Zero Challenge.
Supplier attributes in PSPC scorecards
Public Services and Procurement Canada (PSPC) has applied supplier attributes in specific green procurement scorecards. The scorecard for Optimized Weapon Systems Support is a defence-related services example. It lists ISO 14001 certification, environmental-management policies and practices, recycling, waste disposal, hazardous-waste procedures, and action programs that address the environmental impacts of service delivery.
The printing services scorecard follows a similar pattern. It lists ISO 14001 certification, environmental-management practices, waste audits, waste-disposal programs, environmental action plans, performance measurement, voluntary initiatives, and relevant forestry or ecolabelling certifications.
Departmental reporting on supplier attributes
Government of Canada sustainable development reporting also uses the idea. The Health Canada departmental sustainable development strategy report gives examples of supplier attributes such as efficient manufacturing processes, "green" offices, and recycling programs. Departments treat these as considerations that can reduce the environmental impact of the goods and services they buy.
Related supplier obligations in NATO NCI Agency terms
NATO does not define this exact expression as a technical term. Related supplier obligations do appear in the NCI Agency contract general terms and conditions. Where relevant to contract performance, suppliers must comply with environmental laws and minimize the environmental risks and impacts of their operations, products, and supply chains. The terms also cover material environmental impacts and the safe management of hazardous substances, waste, and emissions.
What it means for a supplier bidding on Canadian public contracts
What you must show depends on the solicitation. Read the evaluation criteria and contract requirements to see which supplier attributes the buyer has chosen. Typical evidence includes:
- Proof of certifications or registrations, such as ISO 14001
- Disclosure of relevant environmental-compliance history
- A description of your environmental-management practices and programs
- Evidence that you meet any stated requirements for environmental performance, reporting, waste management, or emissions
Not every federal, provincial, or defence solicitation asks for all of these. Keep current certificates, compliance records, and program documentation ready so your bid team can respond when a solicitation asks for them.
