Category Reviewer

A category reviewer is the person within a category management team who is responsible for endorsing the creation, renewal or extension of standing offers (SOs) and supply arrangements (SAs) in Government of Canada procurement. Public Services and Procurement Canada (PSPC) uses the role in its category-management process, and each category management team has a category reviewer.

The role is an internal approval step. A buying organization asks the reviewer to endorse its plan, and the reviewer decides whether the request goes ahead as submitted, goes ahead with conditions, or is declined. What a category reviewer does in the procurement-planning phase

Category reviewers take part throughout the procurement-planning phase for standing offers and supply arrangements. Their job is to review the request and give an endorsement decision before the buying organization creates, renews or extends an SO or SA.

Reviewers are organized by commodity group. The relevant category management team is the office of primary interest for a particular set of goods or services, so the reviewer for a request depends on what is being bought.

The Category Management Request for Category Reviewer Endorsement

Before a buying organization creates, renews or extends an SO or SA, it must submit a Category Management Request for Category Reviewer Endorsement to the appropriate reviewer. PSPC recommends engaging the category reviewer early to get input and streamline the endorsement.

The reviewer can respond in three ways:

• Endorse the request without comments.
• Endorse the request subject to comments or conditions.
• Decline the request and provide supporting rationale.

A conditional or declined request can be resubmitted after revisions. The final decision and the related evaluation documents must be included in the procurement approval or procurement plan documentation.

Duplication and requirements outside a defined category

Two situations carry extra requirements. If a proposed SO or SA duplicates an existing arrangement, the reviewer must provide supporting rationale for the endorsement. This keeps the decision to add an overlapping vehicle on the record.

If the requirement does not fall within a specific category, the buying organization must seek endorsement from an applicable supervisor or manager in the National Capital Region. Outside the National Capital Region, it seeks endorsement from a regional category reviewer.

What a category reviewer means for a supplier bidding on Canadian public contracts

The role is part of the government's internal approval process. The CanadaBuys guidance does not say that suppliers must contact a category reviewer or obtain approval from one, and it does not create a separate supplier submission requirement.

The role still helps explain buyer behaviour. A standing offer or supply arrangement that appears on CanadaBuys has passed through category review. The reviewer's checks on duplication and commodity fit are part of why a vehicle exists, why it covers certain goods or services, and why it is renewed or extended. Bid teams tracking an SO or SA can read a renewal or extension as the outcome of an endorsed request.
