Category Management Team

A category management team is the office of primary interest for a particular goods or services category within the Government of Canada's procurement system. The CanadaBuys buyer's guide names these teams as part of the approval process for standing offers (SOs) and supply arrangements (SAs). The guide's section on standing offers and supply arrangements sets out the team's role.

Each team has a category reviewer. The reviewer is responsible for endorsing the creation of standing offers and supply arrangements, and also for endorsing their extension and renewal. The team collaborates with the buying organization during the procurement-planning phase, before the instrument reaches final approval.

Office of primary interest for a commodity group

The Government of Canada uses the phrase "office of primary interest" to describe the unit that holds responsibility for a specific area of buying. For a category management team, that area is a defined category of goods or services, also described as a commodity group. The team is the point of reference inside government for that category when a buying organization plans a standing offer or supply arrangement.

This structure means that endorsement does not sit with each buying organization alone. A team that focuses on one category reviews proposals for that category. The guidance names the team as the office of primary interest and does not describe it as a buyer that issues solicitations.

The category reviewer and the endorsement step

The category reviewer is the named function inside each team. According to the CanadaBuys guidance for preparing approval documents, the reviewer endorses three types of action:

• The creation of a standing offer or supply arrangement.
• The extension of an existing standing offer or supply arrangement.
• The renewal of an existing standing offer or supply arrangement.

Endorsement is part of the approval documents a buying organization prepares. The reviewer's role is to support that process for the category in question.

Early collaboration during procurement planning

The category management team works with the buying organization during procurement planning. The Government of Canada encourages buying organizations to consult the category reviewer early. The stated purpose is to help streamline the endorsement process for standing offers and supply arrangements.

A list of category reviewers is organized by commodity group. The guidance states that this list is accessible only on the Government of Canada network, so it is available to government staff and not to the public.

What it means for a supplier bidding on Canadian public contracts

The category management team is an internal Government of Canada function. The guidance addresses buying organizations and describes how they obtain endorsement. It does not tell suppliers to contact the team, send documents to it, or respond to it in any particular way.

Suppliers can still use the term to read the procurement process more clearly. If a standing offer or supply arrangement in your category is created, extended or renewed, a category reviewer has endorsed that action as part of the approval process. Bid teams should direct their questions and submissions to the contact named in each solicitation on CanadaBuys, and not to the category management team.
